Maintenances are disabled at this time
Resolution
From time to time Heroku will disable the performance of maintenance on Heroku Postgres databases for a short period of time. This can happen due to our engineers investigating potential platform issues, due to an ongoing platform incident, retro-active investigation of a past incident or due to maintenance being performed on the platform.
If you see the Maintenances are disabled at this time message, check the Heroku status site for context and please wait for several hours before performing the upgrade/maintenance again. Typically maintenance will be disabled for less than 24 hours.
