Why am I seeing "error getting commands pid 12345 SIGSEGV (signal 11)" when using the Heroku CLI?

Issue

When running any heroku command, errors are returned like so:

$ heroku restart --app sushi
! error getting commands pid 12345 SIGSEGV (signal 11)

This occurs when you are running an outdated version of the Heroku Command Line tools. You will need to install the latest CLI using the instructions here: https://devcenter.heroku.com/articles/heroku-command-line
