You'd like to use a pre-paid credit card for account verification.
We do accept pre-paid cards with a VISA or MasterCard logo and that have an associated billing address, however, card issues occasionally will block payment from Heroku. In those cases, they may have a policy of not accepting recurring payments, and Heroku payments are recurring. You will need to read the fine print for the terms of the pre-paid card, or contact the customer service number for the card to check whether they allow recurring payments or not.
To try adding the card to your Heroku account, you can do so by going to Account Settings > Billing tab:
